Who Are We
Small Towns Water Supply and Sanitation Agency (STOWASSA) is a government-established body created on April 1, 2012, by the Executive Governor of Delta State. We exist to provide structured, sustainable, and community-focused water, sanitation, and hygiene (WASH) services to small towns across Delta State. Our mandate is guided by national policy standards, federal water development frameworks, and global best practices in the water sector.
Our Mission
Our mission is to ensure every small town within Delta State – those with populations of 5,000 to 20,000 – has reliable access to clean water, improved sanitation, and effective hygiene services. We work to advance the Sustainable Development Goals (SDGs) by promoting sustainability, strengthening service delivery systems, and ensuring long-term community impact.
What We Do
STOWASSA is responsible for planning, developing, and managing sustainable water supply and sanitation systems in small towns. We implement WASH projects, support local governance structures, and promote hygiene best practices. Through policy-aligned interventions and ongoing sector reforms, we deliver safe, efficient, and community-centered services that improve quality of life and foster healthier environments.
The Small Towns Water Supply and Sanitation Agency (STOWASSA) was established on April 1, 2012, by the Executive Governor of Delta State to address the critical need for sustainable water supply, sanitation, and hygiene services in small towns. Guided by the national policy framework for small-town water schemes, federal government water development policies, ongoing water sector reforms, and international best practices, STOWASSA champions effective and long-lasting WASH solutions.
We provide services to towns with populations ranging from 5,000 to 20,000, ensuring they have access to safe water, improved sanitation facilities, and hygiene education. Through collaboration with communities, government institutions, and development partners, we strengthen local capacity, drive sustainable development, and contribute to the realization of the Sustainable Development Goals (SDGs) across Delta State.
